BID Tax Information

What is a bid tax?

The Capitol Riverfront Business Improvement District (BID) is funded through a self-imposed assessment paid by non-exempt property owners within the district. This assessment enables the BID to provide enhanced services and strategic investments that directly benefit the neighborhood and its stakeholders.

BID tax revenue supports a higher level of services than those provided by the District of Columbia alone, including public safety and ambassador programs, cleaning and maintenance, parks and public realm enhancements, transportation initiatives, marketing and events, and economic development.

All funds collected are reinvested directly into the Capitol Riverfront neighborhood to enhance property values, support businesses, and improve the overall quality of place for residents, employees, and visitors.

The BID tax is assessed on non-exempt properties using the following formulas:

Land & Commercial Property

$0.38 per land square foot
Vacant and/or unimproved land

$0.17 per land square foot
Lots with certificate of occupancy or licensed industrial, utility, or storage use

$0.08 per land square foot
Lots within right-of-way of the Frederick Douglass Memorial Bridge realignment

$0.17 per gross square foot
Commercial buildings

Residential & Hotel

$100.00 per hotel room annually

$126 per residential unit annually
Applies to non-exempt residential properties with more than 10 units

Exemption: Residential properties with 10 units or fewer

Exemption: Publicly subsidized or affordable housing units leased or sold below market rate

Special provisions

Certain vacant land parcels over 88,000 SF may be grandfathered at prior rates

Certain commercial buildings under 8,000 SF may be grandfathered at prior rates

BILLING & PAYMENT SCHEDULE

BID taxes are billed twice annually in coordination with DC real property tax billing and are paid through the DC Office of Tax and Revenue (OTR).

BID taxes are billed six months in advance and appear on the real property tax bill for owners of
record.

Covers October 1 – March 31

March bill due March 31
Covers April 1 – September 30

IMPORTANT NOTE FOR CONDO OWNERS &
ESCROW ACCOUNTS

If your real property taxes are paid through an escrow agent, that agent may not automatically include the BID tax obligation. Property owners should confirm with their escrow provider or remit payment directly to OTR.
