Today Navy Yard has evolved into a vibrant mixed-use district featuring waterfront parks, residential communities, retail shops, and world class sports venues such as Audi Field and Nationals Park.

The Navy Yard BID delivers comprehensive place management services that help ensure the neighborhood is clean, safe, accessible, distinctive, welcoming, and vibrant. Through active collaboration and strategic partnerships, the BID works to cultivate a thriving waterfront community along the banks of the Anacostia River.

Services

A Business Improvement District or BID is a non-profit special district financing tool used to help stakeholders, like neighbors and business owners collectively plan, fund, and implement services and improvements to their community. BIDs are funded through a self-imposed assessment of commercial property owners within the community.

President

Emeka has been a strategic advisor and executive leader of enterprises at the intersection of urban infrastructure, mobility, development, and finance. He brings over twenty years of experience as a cross-sectoral leader in the public, private, and non-profit sectors; and has a proven record of developing and implementing innovative infrastructure financing and delivery solutions, negotiating alignment and partnerships across a broad and diverse set of interests, and getting things done in the District. Emeka’s public leadership record includes time with the Washington Metropolitan Area Transit Authority (WMATA) as both Chief Administrative Officer and Chief of Staff to the CEO, and as the Director of the District Department of Transportation (DDOT). In addition, he spent six years as Deputy Executive Director of the Federal City Council (FC2) – a premier business organization dedicated to the advancement of the nation’s capital. Most recently, he’s held roles with Transurban, an infrastructure developer, and Hayat Brown, a boutique public-private partnership advisory firm. Emeka was raised in Ohio and is a graduate of both Miami (OH) University and the University of Cincinnati. He and his family have lived in the DC region since 2000 and reside in the 16th Street Heights neighborhood of Washington, DC.

Vice President of Planning & Public Realm

Ted has spent his career working to build a more interesting, lively, and inviting urban environment in the District of Columbia by creating a more robust and equitable local economy. Ted spent two years at the DC Office of Planning, followed by more than three years at the Golden Triangle BID as its Planning Manager and then as Director of Placemaking and Activation. Ted is passionate about his role in helping to build community and create economic opportunity in Navy Yard through the creation and maintenance of great public spaces, and advocacy for safe and abundant mobility options. Ted has been in the DC area for more than 15 years and lives on the Hill with his wife and their daughter.

Clean Team Director

Jerry Carcamo was raised in Pasadena, CA, where he attended Pasadena City College. Growing up he worked hard to become a great soccer player, but also began honing in on his leadership skills at age 14 when he was called to coach a team of 10- year-olds. His love for the sport of soccer allowed him to play professional in his native country of El Salvador. His true passion is helping and motivating others. After his playing career he focused on just that as he entered the workforce. He has over 25 years of management experience and has lead teams of over 50 withing the landscaping, irrigation, and cleaning and maintenance industries. Jerry joined the Capital Riverfront BID in 2013 as Operations Manager. His focus has been on ensuring the neighborhood is clean, staffing events, and supporting his team so they continue to provide quality results. When Jerry is not in the BID he enjoys Spending quality time with his family, training young athletes and Coaching soccer.

Antonio Boyd is a native of Washington, DC and brings over 20 years of experience in engineering and property management to the Navy Yard BID. He obtained his CFC Universal & Chief engineering license from Marymount University in 2005, and is a very hands-on team player who loves to help and inspire others. In his spare time, Tony enjoys spending time with his children and grandkids, sports, and watching movies.

Manager of Public Realm Operations

Jonathan is tasked with ensuring that the neighborhood's vibrant public realm is maintained and operating at the highest quality possible. His years of experience in neighborhood planning, revitalization, and design are reflected in his devotion to assuring that all public spaces are accessible and welcoming to all populations. Jonathan received his undergraduate degree in Architecture and Environmental Design and his Master's in Urban & Regional Planning from Georgetown University. Savannah serves as the Senior Manager of Public Realm Planning where she works to enhance all aspects of the public realm to ensure the neighborhood remains inviting, lively, and well maintained. In her role, she leads thoughtful planning and implementation efforts that strengthen the everyday experience of residents, businesses, and visitors alike. She also contributes to the planning and execution of BID-led events that bring energy and connection to the Navy Yard community. Additionally, she has worked closely on the launch and ongoing growth of the Parks Foundation, helping shape initiatives that steward public spaces and foster meaningful community engagement. Savannah is a graduate of Centre College and earned her Master’s in Urban and Regional Planning from Georgetown University. She feels fortunate to contribute professionally to the kind of neighborhood experience she values personally.

Samantha Schmieder is the Senior Manager of Communications at the Navy Yard Business Improvement District (BID). Nestled between Capitol Hill and the Anacostia River, the BID works to keep the neighborhood clean, safe, vibrant, and successful through community events, capital improvements, and other initiatives. Samantha is tasked with handling the BID’s public and media relations, social media, email marketing, website, and more. Prior to joining the BID, Samantha led corporate communications for JBG SMITH and previously managed communications at the Golden Triangle BID. Samantha graduated from the University of Maryland, College Park, with a degree in journalism and has called the District home since 2016.

Cierra Brooks, a Maryland native, is an alumna of Morgan State University, where she studied nuclear physics. Transitioning from science, she spent six years in Los Angeles building a multifaceted career in marketing, event production, and brand strategy. Contributing to initiatives for Nike, Soho House, Capital One, Diageo, Roc Nation, and Blavity. Now based in the DMV, she serves as Senior Manager of Events and Programming at Navy Yard BID.

The Navy Yard BID’s Clean Team is responsible for the day-to-day appearance of the neighborhood, creating a beautiful, clean and safe place to live, work, and play.

Since operations began eighteen years ago, their efforts have positively shifted neighborhood perceptions, as reflected in the BID's annual surveys and community feedback. The 24-member team works throughout the neighborhood's sidewalks and streetscapes, while select members staff Yards Park, Canal Park, and BID events—creating an inviting atmosphere for residents, employees, and visitors.

Parks foundation

The Navy Yard BID established the Navy Yard Parks Foundation in 2017 to serve as a vehicle for philanthropic initiatives aligned with the BID’s mission to enhance and support the neighborhood’s important parks and public spaces.
